History

Evaluation Support Scotland came about after three years of research and consultation. In November 2002 the steering group commissioned a feasibility study to explore whether there was a need for an evaluation support service. Of those surveyed:

  • 75% of voluntary groups,
  • 90% of funders and
  • 80% of those undertaking evaluation

said they would use such a service.

This study was carried out by Zygosis Partnership and funded by the Scottish Executive. Subsequent research and consultation, also supported by the Scottish Executive, was undertaken for the steering group by Steven Burkeman, Alison Harker and Dr Cathy Sharp.

The research and consultation showed that many voluntary groups and funders have difficulty in developing the understanding, skills and resources to undertake evaluation and to learn from it. The demands of monitoring, with an emphasis on accountability and process, make it difficult for groups and funders to focus on evaluation for learning. But an increasing emphasis on evidence based policy making and outcome based funding mean that evaluation is more important than ever. If it is not clear what works or why then it is extremely difficult to deliver the best services for those who need them and to meet Scotland's priorities.

The research and consultation studies concluded that only a new, independent organisation would have the focus on evaluation necessary to deliver the aims and objectives and at the same time develop equally credible relationships with the voluntary sector and with funders.
